    NASA's internal watchdog said Wednesday it is auditing the agency's handling of a survey on air safety that NASA shut down after it had spent $11.3 million and then withheld the results. The inspector general's office is looking into management of the National Aviation Operations Monitoring Service, a multiyear project that surveyed 24,000 commercial air pilots and 5,000 general aviation pilots on safety-related issues they encountered in flight and on the runways. "The audit will initially focus on the history and status of NAOMS, including its objectives, funding, and plans for future use of the data," said Renee Juhans, executive officer for the inspector general. She said the office began the audit Friday, with plans to interview contractors and staff involved in the survey. The inspector general's audit staff examines the efficiency and effectiveness of NASA programs and contractor activities. In its first public comment on the matter, the contractor that conducted the survey for NASA, Battelle Memorial Institute, on Wednesday said its work had been "very high quality." The probe follows an investigation by Congress into the program, which surveyed randomly selected pilots by telephone.
    The House Science and Technology Committee grilled NASA's administrator at a hearing last week. That came after The Associated Press revealed that NASA was withholding results of the survey on grounds it could undermine public confidence in the airlines and hurt airline profits, as well as breach confidentiality of pilots who were interviewed anonymously. NASA's administrator, Michael Griffin, told Congress that he did not agree with the way his subordinates characterized NASA's rationale for rejecting AP's request under the Freedom of Information Act. He said he regretted the impression that NASA was trying to put commercial interests ahead of public safety. Rep. Bart Gordon, the committee chairman, welcomed news of the audit.
    "In our hearing last week, several members raised concerns about whether NASA had wasted almost $12 million for the NAOMS project by cutting off the funding before any serious analysis of the safety data was done. This is the type of audit an agency inspector general should be doing," Gordon, D-Tenn., said in a statement. A NASA spokesman, David Mould, said the agency would cooperate with the auditors.
    The internal audit appears designed in part to clear up conflicting information that has emerged about the purpose and outcome of the unprecedented survey. Griffin told Congress that it was intended to test a survey method. But slide presentations that were used to brief other government agencies before the interviews ended in 2004 indicated it was to develop a permanent survey that would track air safety trends and help improve safety. Experts who helped develop the survey also said it would not make sense to interview thousands of pilots just to test the method, and that type of testing was done at the outset by interviewing fewer than 700 pilots. Griffin told lawmakers that NASA did not manage the project well and questioned the validity of the findings. Battelle spokesman Katy Delaney said Wednesday, however, that the contractor stands by its work. "We believe this work was done to a very high quality with very high quality results," she said.
    According to information reported by the AP, the survey showed several types of safety incidents, such as runway incursions, occurring at a much higher rate than other government monitoring systems show.     On November, 2nd, 2007 in Liberia there was an aviation accident to the helicopter Mi-8MTV-1 of Open JSC UTair Aviation, tail number RA-27114), led destruction of the helicopter and death of the crew.

    The Helicopter carried out the transport-coherent flight under the application of the humanitarian mission of the United Nations in Liberia on transportation of food stuffs of 1400 kg. There were no passengers onboard. Weather at the moment of the event was characterized as good. At 10.20 in the morning the take off from the local settlement Ganta (about 250 km to northwest from the capital of the state of the city of Monrovia) has been executed. In an estimated time of the arrival to the destination point Loguato (10.40) the helicopter hasn’t arrived and the radio contact to the crew was lost.

     Under the evidence of eyewitnesses, during the flight the anti-torque propeller detached from the tail boom then the helicopter with the big vertical speed has made landing to a large forest. As a result of collision with trees in the height of 20 meters the helicopter has received damages and has lighted up.

     According to the commander of aviation group of “UTAir” Airline in Liberia Vladimir Sindeev, the crew has shown the highest professionalism and courage and up to the last struggled with the arisen emergency.

    It is easy to track, that the oldest aircraft - DC-9-51 and DC-9-82 (83) are maintained by the "Ukrainian Mediterranean airlines".
    On July, 25, 2007 by the Certified commission of the State aviation administration of Ukraine was accepted the decision on a suspension of action of the air operator' certificate of UM Air.
    On the eve of actions of State aviation administration by the result of SAFA inspection the "Ukrainian Mediterranean airlines" has received an interdiction on flights to Germany and Italy.
    The technical conditions of airline' aircraft does not correspond to the international and national standards. Often observes the breakages of worn aircrafts which, in own turn, result to significant delays of flights and performance of flight with the numerous deferred defects, exceeding limits.

  • Airlines black list: Commission adopts new measures against unsafe carriers

    04.07.2007 Today, the European Commission adopted the fourth update of the Community list of airlines banned in the European Union. This list includes an operating ban of all Indonesian airlines as well as of the Angolan flag carrier, TAAG Angolan airlines, and of Volare Aviation Enterprise from Ukraine. The restrictions previously imposed on Pakistan International Airlines are modified. In addition, airlines from Russia (10) Bulgaria (6) and Moldova (8) have to stop their operations in the European Union on the basis of new measures adopted by these States following consultations with the European Commission.
    'Once more, the EU black list will prove to be an essential tool not only to prevent unsafe airlines from flying to Europe and to inform passengers travelling worldwide but also to make sure that airlines and civil aviation authorities take appropriate actions to improve safety,' said Jacques Barrot, Commission Vice-president in charge of transport.
    The measures adopted by the Commission include, in particular:
    (1) a ban on all the 51 airlines certified in Indonesia;
    (2) a ban on the Angolan passengers carrier, TAAG Angola Airlines;
    (3) a ban on a cargo operator from Ukraine, Volare Aviation Enterprise;
    (4) the operational restriction already imposed on Pakistan International Airlines (PIA) since March 2007 is modified in order to allow operations into the Community with specific Boeing 747 and Airbus 310 aircraft in addition to its Boeing 777 fleet already authorised;
    (5)a revision of the list of existing Kyrgyz companies inserted in the List.

    Besides this update of the EU black list, other preventive safety measures have been adopted unilaterally by some national civil aviation authorities following consultations with the European Commission, in particular:
    - The Russian Federation decided to prohibit all operations to the EU by four local passengers airlines (Kuban Airlines, Yakutia Airlines, Airlines 400, Kavminvodyavia) and imposed restrictions to the operations of six other operators (Gazpromavia, UTAir, KrasAir, Atlant Soyuz, Ural Airlines and Rossyia) limiting the number of aircraft used for such flights.
    - Bulgaria decided to extend the measures imposed on local cargo carriers by revoking the certificates of Air Sofia, Bright Aviation Services, Scorpion Air and Vega Airlines, suspending Air Scorpio and prohibiting operations of Heli Air Services in EU Member States as well as in Iceland, Norway and Switzerland.
    - The Republic of Moldova withdrew the certificates of eight carriers (Valan, Pecotox, Jetline International, Jetstream, Aeroportul Marilescu, Aeronord, Grixona and Tiramavia) which were not subject to an appropriate safety oversight.

    For all nonprofessionals, and also for some representatives of mass media, in particular for "Interfax" , we inform, that the flight or the landing of Tu-154 airplane with one given up hydraulic system are not EMERGENCY as such cases are stipulated by the Flight Operation Manual of Tu-154 airplane as however and fro all others aircraft. In a design of the given type of aircraft are TWO more hydraulic systems providing normal functioning of controls, systems of release the chassis, brakes, etc. Therefore, the airplane of airline "KrasAir", operated the flight St. Petersburg - Krasnoyarsk, has made on March, 23, 2007, NOT EMERGENCY, but NORMAL landing at the airport "Emelyanovo".

    Therefore, before to inform something in mass media about civil aviation, please, consult with experts, stop to frighten the people by the horror stories about unreliability of our Russian aviation equipment.

    In the near future on our site the statistics of refusals and incidents for the last year with airplanes of the western manufacture, maintained Russian and the CIS airlines will be published.

  • The Russian airlines are not present in "black list" EU

     Nine Russian airlines to which flights in EU are forbidden, do not enter in åðó European "black list" of unreliable air carriers. The official representative of Eurocommission Michel Serkone has specified it today, that the decision on an interdiction of flights of these airlines to the EU countries was accepted by the Russian aviation authorities on February, 12th on the basis of presented by the European experts of the information on deficiencies of these companies in the area of flight safety.
    "The Eurocommission welcomes the decision of the Russian authorities. Owing to it, we do not see necessity to include these companies in European "black list ", - the representative of Eurocommission has told.
    It also has noted, that the decision of the Russian authorities became the first case when the country which is being outside of the European Union, using the data collected by the European experts, has entered restrictions on flights of the airlines: "Aero Rent", "Tatarstan","Atlant-Soyuz","Aviakon-Citotrans","Center Avia", GazpromAvia","Lukoil","Russian Sky ","UTair".
    On Monday the Eurocommission has published new edition of "black list" of airlines to which flights to the EU countries are for safety reasons forbidden. Into the list have entered more than 100 companies, mainly from the countries of Asia and Africa. The Russian companies in the list are not present, however the euro-commissioner of transport has promised, that "will steadfastly watch" a flight safety in "Pulkovo" airline.
